Even on a development store created with a Partner account, you need to subscribe to a pricing plan to use the app's features. On development stores, Shopify's specifications let you subscribe with a test subscription (free).
Cost: You can subscribe to either the Light plan or the Full plan for free (test subscription).
Features: You can use the features of the plan you subscribed to without restriction.
Subscribe: Subscribe to the plan you want to use from "Pricing" in the app admin.

When you publish a development store, or transfer it (transfer ownership), the test subscription is automatically canceled. To continue using the app on a published or transferred store, subscribe to a pricing plan again.
The development environment of a Shopify Plus store (Staging and Sandbox environments) is different from a development store created with a Partner account, and is not eligible for a test subscription. We can issue a dedicated URL that lets you subscribe for free for the development environment, so please contact us using the steps below.
(1) Install the app in both the production and development environments
Install RuffRuff Order Limits in both the production and development environments of your Plus store.
(2) Request the dedicated URL through the inquiry form
Request the dedicated URL through the inquiry form, including the following information.
Store domain of the production environment (in the format XXXXX.myshopify.com)
Store domain of the development environment (in the format XXXXX.myshopify.com)
Tip: We also ask you to install the app in the production environment to prevent misuse disguised as a development environment, and to confirm that the development environment is linked to an actual production environment.
