Weight rule and weight limits by product differ in the target you set and the unit used for totals. Weight rule is suited to applying the same condition to a broad set of items, while weight limits by product is suited to setting different conditions for each product or variant.
Note: The checkout rules you can enable in Shopify are limited to a total of 25 per store, including rules enabled by other apps. Weight rule uses one checkout rule per enabled rule, while weight limits by product uses one checkout rule for the entire feature.

Tip: Weight limits by product uses one checkout rule. If you have no other checkout rules enabled, you can use the remaining 24 for other rules.
Note: With either feature, variants without a weight set in Shopify are not included in either the weight limit or the total weight limit evaluation.
